Berg Insight has identified Targa Telematics as the largest provider of telematics systems for Europe's rental and leasing market, with 979,000 active systems in those segments at the end of 2025.

The ranking puts Targa Telematics ahead of its European rivals and close to the North American market leader. According to Berg Insight, it leads the third-ranked provider by more than 380,000 systems.

The findings come as telematics adoption continues to grow across Europe's rental and leasing fleets. Berg Insight forecasts that the installed base of active telematics systems in Europe will rise from 4.65 million at the end of 2025 to 8.96 million by 2030, a compound annual growth rate of 14%.

In leasing alone, the number of systems in use is projected to increase from 3.48 million to 6.82 million over the same period. Penetration in that segment is expected to rise from 46% to 77.7%.

Market growth

Italy remains Europe's most advanced market for both rental and leasing, the report said. In rental, telematics penetration reached 90% at the end of 2025, supported by insurance rules that encourage the use of telematics systems.

Berg Insight also pointed to Targa Telematics' service model and links with vehicle manufacturers as factors behind its market position. The company provides in-vehicle hardware, software management and operational support for fleet operators.

Its platform also uses artificial intelligence, including Agentic AI, for anomaly detection, risk monitoring and maintenance. Applications cited include vehicle delivery monitoring for leasing companies and maintenance tools designed to co-ordinate workshop and servicing activity.

Partnership network

Another part of the company's strategy is direct access to vehicle data through partnerships with carmakers. Targa Telematics said these agreements now cover more than 45 brands, including Audi, BMW, Ford, Hyundai, Mercedes-Benz, Renault, Stellantis, Tesla, Toyota, Volkswagen and Volvo.

This arrangement allows access to native vehicle data in Hyundai vehicles without extra hardware. According to the company, the data can be used for maintenance, stolen vehicle recovery, claims handling and electric vehicle management.

The business has also expanded through the integration of Viasat Group, completed in 2023. The deal broadened its presence in Europe and added to its capabilities in insurance telematics and fleet management.

Managed services

Beyond software and in-car systems, Targa Telematics offers managed services for leasing customers, including hardware logistics, installation support, field operations, stolen vehicle recovery control rooms and round-the-clock helpdesks. It also works with an ecosystem of more than 100 partners integrated into its platform.

The company said this structure allows customised deployments, with implementation cycles that usually do not exceed three months. It also supports rental and leasing businesses launching mobility products based on keyless vehicle access.

Chris Horbowyj, UK commercial director at Targa Telematics, said the result reflected a broad operating model as the market expands.

"Berg Insight's latest recognition highlights the strength of Targa Telematics' approach, bringing together advanced technology, strong partnerships across the automotive sector and a service model designed to support customers throughout the lifecycle of their fleets. With the European market continuing to grow, our focus is on further strengthening our leadership position through ongoing innovation, particularly by applying artificial intelligence across processes including fleet management and vehicle security," said Chris Horbowyj, UK commercial director at Targa Telematics.
