Cowbell launches OMNI AI system for specialty insurance

Cowbell has launched OMNI, an AI-native decision intelligence system for specialty insurance, and is using it across underwriting and operational workflows.

OMNI is designed to support underwriting, claims, cybersecurity services, customer engagement, product development, and internal operations. Its first major use has been in handling high-volume, lower-premium excess and surplus business for small and medium-sized organisations. There, it works alongside human underwriters to assess submissions, analyse risk, and produce coverage and pricing recommendations.

Eligible non-admitted quotes can now be produced in minutes rather than the days or weeks often seen in traditional specialty insurance processes, Cowbell said. The rollout of OMNI has also contributed to 53% growth in new business, according to the insurer.

Human underwriters retain final authority over decisions, with OMNI intended to provide recommendations rather than replace expert judgement. Cowbell said the system combines specialised AI agents, insurance-focused language models, and workflow tools with governance and performance measurement.

Underwriting focus

Specialty insurers have faced pressure to process growing volumes of smaller policies without adding the same level of manual work required for larger accounts. Cowbell said this has made underwriting efficiency a persistent issue, particularly for insurers that still rely on slower, traditional workflows.

OMNI gathers internal and external underwriting information, assesses appetite, and routes work through underwriting processes before presenting decision-ready recommendations to staff, the company said. It described the model as low-touch underwriting designed to improve response times while maintaining discipline and consistency.

Broader use

Beyond underwriting, the platform is being used across the insurance lifecycle. Cowbell grouped its approach into three areas: intelligence for core insurance functions, workflow orchestration, and governance of AI-assisted decisions.

Bellwether, Cowbell's AI performance measurement tool, is used to monitor adoption, operational effectiveness, and business outcomes, the company said. That reflects a broader move in insurance toward more governed uses of AI in areas where decisions carry pricing, service, and regulatory consequences.

Rajeev Gupta, Co-Founder and Chief Product Officer, Cowbell, said the company is building a system for operational decision-making rather than a customer-facing assistant.

"Insurance doesn't need another chatbot. OMNI goes further by orchestrating decisions across the entire specialty insurance lifecycle," Gupta said.

"OMNI helps underwriters evaluate complex risk, claims advisors accelerate claims handling, cybersecurity advisors strengthen cyber risk recommendations, concierges improve customer engagement, and engineers dramatically shorten product development cycles," he said.

Product rollout

Cowbell also linked OMNI to faster product development. The company said it has reduced product deployment cycles from about eight months to as little as six weeks by reusing underwriting intelligence, governed workflows, and modular product components.

The shorter timetable has been tied to the company's expansion beyond its existing markets. Cowbell said the system supports the sharing of underwriting knowledge, claims insight, and cyber risk intelligence across North America, Europe, and Asia-Pacific while adapting to local regulatory requirements and market conditions.

The insurer operates in the United States, Australia, and the United Kingdom, and said its underlying platform draws on a global risk pool covering more than 55 million entities. That data is used to assess risk and support underwriting and claims decisions across its cyber and specialty insurance products.

Gupta said the goal is to create a model in which each product launch and insurance decision informs the next.

"The real breakthrough isn't simply launching products faster," Gupta said.

"It's creating an AI-native operating model where every new product, underwriting decision, and claim continuously improves the next one. That's how we believe specialty insurance evolves: from static workflows to intelligent systems that learn and adapt over time," he said.
